Prof. Mor Harchol‐Balter is the Associate Department Head of Computer Science at Carnegie Mellon University. Data center power consumption continues to increase at an alarming rate, doubling every 5 years, and already exceeding 100 billion kilowatt‐hours annually in the U.S. alone. What is most frustrating is that much of the power being used is wasted. Servers are only busy 30% of the time on average, but are left on, utilizing 70% of peak power when in the idle state. This talk argues in favor of dynamic capacity provisioning (turning servers on and off as needed) with the goal of saving power.
