Few policy issues before the FCC have been more complicated than the upcoming 600 MHz Broadcast Incentive Auction. Competitive carriers need access to additional spectrum, especially low-band spectrum, for future mobile broadband services, and the 600 MHz band auction represents one of best opportunities for the foreseeable future to obtain it. Will the FCC's rules help promote participation by competitive carriers? Will there be sufficient participation by broadcasters? Will the auction raise the revenues that most anticipate? What is the road map ahead for deployment in this band? Panelists will discuss these issues and many others in the run up to an auction next year.
